Message was read stating the Governor signed the following bill on                                                              
August 25 and transmitted the engrossed and enrolled copies to the                                                              
Lieutenant Governor’s Office for permanent filing:                                                                              
                                                                                                                                
          SENATE BILL NO. 47 "An Act relating to special                                                                        
          registration plates for vehicles owned by persons with
